But 23-year-old Jenna Talackova was born male, and that led the Miss Universe Canada organizers to disqualify her last week as a finalist in the 61st Miss Universe Canada pageant taking place in May.

The rules of the contest run by the Donald Trump organization say entrants must be "naturally born" females.

The Vancouver woman underwent a sex change four years ago.

"She did not meet the requirements to compete despite having stated otherwise on her entry form," said a statement from Miss Universe Canada. "We do, however, respect her goals, determination and wish her the best."

The pageant's New York-based parent backed the decision.

"After review, organizers discovered that Jenna Talackova falsified her application and did not meet the necessary requirements to compete in the 2012 Miss Universe Canada pageant," a statement said.

The disqualification has won Talackova widespread sympathy and raised the question of whether the pageant has the right to decide who is female.

Talackova is obtaining legal counsel and is expected to make a statement next week, said her spokesman, Rory Richards.

Her change of gender was hardly a secret before the event because she had competed in the 2010 Tiffany Miss International Queen Competition for transgendered and transsexual women in Pattaya, Thailand. In a video interview for that pageant, she said she had lived her life as a female since age 4, began hormone therapy at 14 and changed sex at 19.

"I regard myself as a woman with a history," she said.

Connie McNaughton, Miss World Canada in 1984 and first runner-up for the world crown, called the decision outdated and discriminatory.

A Vancouver transgendered activist, Jamie Lee Hamilton, said Talackova could sue for violation of her human rights.

Prof. Patrizia Gentile of Ottawa's Carleton University, who did a dissertation on beauty pageants, equated the ban with the exclusion of blacks and Jews from pageants in earlier times. "We're seeing more and more transgendered women wanting to be beauty contestants," she said. "The rule is incongruent with the culture."

Besides, she said, "Your genitalia have nothing to do with how you perform femininity."

Prof. Kathleen Lahey, a gender issues expert at Queen's University in Kingston, Ontario, said the organizers are looking at the issue wrongly; "If the organizers were being honest, they would recognize that this particular competitor was perhaps one of their most brilliant competitors ever ? to make it into the finals having performed the female gender so very well."

Spencer Chandra Herbert is among members of the British Columbia provincial legislature who are pushing legislation to guarantee equal rights in the area of gender identity. He said Talackova's exclusion shows how misunderstood the subject is.

"To consider yourself Miss Universe is to actually ask for more pain, suffering and rejection," Landolt said. "I'm sorry this person has put himself (or) herself though this."

Under the deal, which administration officials disclosed to The Associated Press ahead of an announcement scheduled for Friday, state and federal agencies will craft a blueprint for speeding regulatory review of proposed wind farms without sacrificing environmental and safety standards. The Great Lakes have no offshore wind turbines, although a Cleveland partnership announced plans last year for a demonstration project that would place five to seven turbines in Lake Erie about 7 miles north of the city, generating 20-30 megawatts of electricity.

Offshore wind projects have been proposed elsewhere in the region, including Michigan and New York, stirring fierce debate.

Critics say they would ruin spectacular vistas, lower shoreline property values and harm birds and fish. New York Power Authority trustees last September abandoned a plan for private companies to place up to 200 turbines, each about 450 feet high, in Lakes Erie and Ontario. The Canadian province of Ontario in February 2011 ordered a moratorium on wind energy development in its Great Lakes waters to allow more study of environmental issues.

Supporters describe the lakes' winds as a vast, untapped source of clean energy and economic growth.

"This agreement among federal agencies and Great Lakes states is a smart, practical way to encourage the development of homegrown energy that will create jobs, power homes and reduce pollution in American communities," said Nancy Sutley, chairwoman of the White House Council on Environmental Quality.

Administration officials said the region's offshore winds could generate more than 700 gigawatts ? one-fifth of all potential wind energy nationwide. Each gigawatt of offshore wind could power 300,000 homes while reducing demand for electricity from coal, which emits greenhouse gases and other pollutants, according to the National Renewable Energy Laboratory in Golden, Colo.

Public resistance and logistical problems would pose formidable obstacles to approaching those levels. Yet harnessing only a small portion of the Great Lakes' offshore wind could generate thousands of jobs, officials said.

Illinois, Michigan, Minnesota, New York and Pennsylvania signed the agreement. The other three states with Great Lakes coastlines ? Indiana, Ohio and Wisconsin ? declined invitations but could join the partnership later, an administration official said.

The agreement is modeled after another between the federal government and Eastern states designed to support wind energy production in the Atlantic and encourage investment in new offshore wind technology.

"This agreement will enable states to work together to ensure that any proposed offshore wind projects are reviewed in a consistent manner, and that the various state and federal agencies involved collaborate and coordinate their reviews," Pennsylvania Gov. Tom Corbett said.

Illinois Gov. Pat Quinn said developing offshore wind energy would "promote economic development and create jobs, while reducing our dependence on foreign energy sources."

Among 10 federal agencies taking part are the Pentagon, the Department of Energy, the Environmental Protection Agency, NOAA and the U.S. Fish and Wildlife Service.

Developers would need state and federal approval to establish offshore wind farms. State governments own the Great Lakes bottomlands within U.S. territory, while a permit from the U.S. Army Corps of Engineers would be required to erect the turbines and all 10 federal agencies would review the plans.

Robo-readers: the new teachers' helper in the U.S

(Reuters) - American high school students are terrible writers, and one education reform group thinks it has an answer: robots.

Or, more accurately, robo-readers - computers programmed to scan student essays and spit out a grade.

The theory is that teachers would assign more writing if they didn't have to read it. And the more writing students do, the better at it they'll become - even if the primary audience for their prose is a string of algorithms.

That sounds logical to Mark Shermis, dean of the College of Education at the University of Akron. He's helping to supervise a contest, set up by the William and Flora Hewlett Foundation, that promises $100,000 in prize money to programmers who write the best automated grading software.

"If you're a high school teacher and you give a writing assignment, you're walking home with 150 essays," Shermis said. "You're going to need some help."

But help from a robo-reader?

"Wow," said Thomas Jehn, director of the Harvard College Writing Program. He paused a moment.

"It's horrifying," he said at last.

Automated essay grading was first proposed in the 1960s, but computers back then were not up to the task. In the late 1990s, as technology improved, several textbook and testing companies jumped into the field.

Today, computers are used to grade essays on South Dakota's student writing assessments and a handful of other high-stakes exams, including the TOEFL test of English fluency, taken by foreign students.

But machines do not grade essays on either the SAT or the ACT, the two primary college entrance exams. And American teachers by and large have been reluctant to turn their students' homework assignments over to robo-graders.

The Hewlett contest aims to change that by demonstrating that computers can grade as perceptively as English teachers - only much more quickly and without all that depressing red ink.

Automated essay scoring is "nonjudgmental," Shermis said. "And it can be done 24/7. If students finish an essay at 10 p.m., they get feedback at 10:01."

Take, for instance, the Intelligent Essay Assessor, a web-based tool marketed by Pearson Education, Inc. Within seconds, it can analyze an essay for spelling, grammar, organization and other traits and prompt students to make revisions. The program scans for key words and analyzes semantic patterns, and Pearson boasts it "can 'understand' the meaning of text much the same as a human reader."

Jehn, the Harvard writing instructor, isn't so sure.

He argues that the best way to teach good writing is to help students wrestle with ideas; misspellings and syntax errors in early drafts should be ignored in favor of talking through the thesis. "Try to find the idea that's percolating," he said. "Then start looking for whether the commas are in the right place." No computer, he said, can do that.

What's more, Jehn said he worries that students will give up striving to craft a beautiful metaphor or insightful analogy if they know their essays will not be read, but scanned for a split second by a computer program.

"I like to know I'm writing for a real flesh-and-blood reader who is excited by the words on the page," Jehn said. "I'm sure children feel the same way."

Even supporters of robo-grading acknowledge its limitations.

A prankster could outwit many scoring programs by jumbling key phrases in a nonsensical order. An essay about Christopher Columbus might ramble on about Queen Isabella sailing with 1492 soldiers to the Island of Ferdinand -- and still be rated as solidly on topic, Shermis said.

Computers also have a hard time dealing with experimental prose. They favor conformity over creativity.

"They hate poetry," said David Williamson, senior research director at the nonprofit Educational Testing Service, which received a patent in late 2010 for an Automatic Essay Scoring System.

But Williamson argues that automated graders aren't meant to identify the next James Joyce. They don't judge artistic merit; they measure how effectively a writer communicates basic ideas. That's a skill many U.S. students lack. Just one in four high-school seniors was rated proficient on the most recent national writing assessment.

The Hewlett Foundation kicked off its robo-grading contest by testing several programs already on the market. Results won't be released for several weeks, but Hewlett officials said they did very well.

Hewlett then challenged amateurs to come up with their own algorithms.

The contest, hosted on the data science website Kaggle.com, has drawn hundreds of competitors from all walks of life. They have until April 30 to write programs that will judge essays studded with awkward phrases such as, "I slouch my bag on to my shoulder" or "When I got my stitches some parts hurted."

The goal is to get the computer to give each essay the same score a human grader would.

Martin O'Leary, a glacier scientist at the University of Michigan, has been working on the contest for weeks.

Poring over thousands of sample essays, he discovered that human graders generally don't give students extra points for using sophisticated vocabulary. So he scrapped plans to have his computer scan the essays for rare words.

Instead, he has his robo-grader count punctuation marks. "The number of commas is a very strong predictor of score," O'Leary said. "It's kind of weird. But the more, the better."

As he digs into the data, O'Leary has run into a dismaying truth: The human graders he's trying to match are inconsistent. They disagree with one another on the merits of a given essay. They award scores that seem random. Indeed, studies have shown that human readers are influenced by factors that should be irrelevant, such as how neatly a student writes.

"The reality is, humans are not very good at doing this," said Steve Graham, a Vanderbilt University professor who has researched essay grading techniques. "It's inevitable," he said, that robo-graders will soon take over.

O'Leary won't mind when that day comes. He tests his program against student prose that has already been graded by a teacher. When the scores diverge, O'Leary reads the essay to find out why.

"More often than not," he said, "I agree with the computer."

(AP) ? Across the country, Americans plunked down an estimated $1.5 billion on the longest of long shots: an infinitesimally small chance to win what could end up being the single biggest lottery payout the world has ever seen.

The numbers drawn Friday night in Atlanta were 2-4-23-38-46, Mega Ball 23. Lottery officials expected to release details about possible winners a couple of hours after the 11 p.m. Eastern drawing.

Forget about how the $640 million Mega Millions jackpot could change the life of the winner. It's a collective wager that could fund a presidential campaign several times over, make a dent in struggling state budgets or take away the gas worries and grocery bills for thousands of middle-class citizens.

And it's a cheap investment for the chance of a big reward, no matter how long the odds ? 1 in 176 million.

"Twenty to thirty dollars won't hurt," said Elvira Bakken of Las Vegas. "I think it just gives us a chance of maybe winning our dream."

So what exactly would happen if the country spent that $1.5 billion on something other than a distant dream?

For starters, it could cure the everyday worries of hundreds of thousands of American families hit by the Great Recession. It costs an average of $6,129 to feed the typical family for a year ? meaning the cash spent on tickets could fill up the plates of 238,000 households.

As gas prices climb faster than stations can change the numbers on the signs, the money spent on tickets could fill the tanks of 685,000 households annually.

Or it could play politics. So far in this campaign, Republicans and President Barack Obama have spent $348.5 million. The amount spent on Mega Millions tickets could cover that tab four times over.

Could the money dig governments out of debt? That's a problem that even staggering ticket sales can't solve. It could trim this year's expected $1.3 trillion federal deficit by just over a tenth of 1 percent. In Illinois, the money would disappear just as fast into that state's $8 billion deficit.

On a personal level, that much money staggers. Giving $1.46 billion to a broker could purchase 2.4 million shares of Apple stock. (It would also be enough to buy about 2.4 million iPads at the starting price of $499. That's almost as many as the 3 million new iPads that Apple has already sold.)

Or consider the whimsical: A family of up to 12 could live for more than a century at Musha Cay, magician David Copperfield's $37,000-a-night private island resort in the Exuma Cays of the Caribbean.

For a more celestial vacation, the nearly $1.5 billion wagered could purchase about 7,300 tourist tickets for a ride into space aboard Virgin Galactic's SpaceShipTwo. And it would pay for 26 rides for U.S. astronauts to the International Space Station aboard the Russian Soyuz spacecraft.

It would even buy a stake in pop culture. Want to influence the next winner of American Idol? If it costs a quarter to text in a vote to Ryan Seacrest, and it takes 122 million votes to win as it did last season, the money could control the outcome of the next 47 seasons.

For the states that participate, the money spent on lotto tickets is hardly a waste. It doesn't all end up as the winner's personal fortune ? much of it is used by states to fund education and other social service programs, which is why advocates promote the lottery.

Though the specifics vary among the 42 participating states and the District of Columbia, only about half of ticket sales go into the actual jackpot. Another 35 percent goes to support government services and programs, while the rest funds lottery operating costs.

On Friday, the lottery estimated that total ticket sales for this jackpot, which has been building up since Jan. 28, will be about $1.46 billion, said Kelly Cripe, a spokeswoman for the Texas Lottery Commission.

You're about 20,000 times more likely to die in a car crash than win the lottery, but that doesn't matter to most people.

"Part of it is hope. ... The average person basically has no chance of making it really big, and buying a lottery ticket is a way of raising the ceiling on what could possibly happen to you, however unlikely it may be," said George Loewenstein, a professor of economics and psychology at Carnegie Mellon University who has studied how rich and poor consumers make a choice to buy lottery tickets.

The odds are much better that someone will begin their weekend a winner. Aaron Abrams, a mathematician at Emory University, said he calculated that there was only a 6 percent chance that no one would hold the winning numbers.

"Every time the jackpot gets higher, more and more people buy tickets, which makes it more and more likely that someone will win," Abrams said. "So the chance that it rolls over this many times in a row is very small. It's quite a rare event."

The estimated jackpot dwarfs the previous $390 million record, which was split in 2007 by two winners who bought tickets in Georgia and New Jersey.

The rarity of Friday's jackpot was fueling the fervor. Lines formed at grocery stores, gas stations, liquor stops and other venues across the country.

In Arizona, a caf? worker reported selling $2,600 worth of tickets to one buyer. In Indiana, hundreds lined up for a giveaway of free tickets. Hundreds from Utah and Las Vegas streamed in to neighboring California or Arizona to buy tickets because their states don't participate.

Accountant Ray Lousteau, who bought 55 Mega Millions tickets Friday in New Orleans, knows buying that many tickets doesn't mathematically increase his odds, and that his $55 could have gone elsewhere. He spent it anyway.

"Mathematically, it doesn't make a difference, and intellectually we know that. But for some reason buying more tickets makes you feel more lucky," Lousteau said. "Even people who know better are apt to feel that way."

In Chicago, Peter Muiznieks bought a ticket at a liquor store. He knows his chance of winning is a long shot, and that the money the country is spending on tickets could go elsewhere. He still couldn't help himself, and laughed as the apparent contradiction of his opinion and his actions.

"Lottery and games of chance are a stupidity tax and the more we all buy into this, the less rational we are as a society," he said.

Learning more about budgeting. | ZIVIS BUSINESS AND FINANCE ...

How can you decide how much you have for bills and expenses when your paycheck varies from one payday to the next? That?s a question a lot of people struggle with.

A few of the occupations that I can think of off hand that could fall into this category are waitresses or waiters working for salary and tips, truck drivers that are paid by the mile and never know how many miles they are going to get, the self-employed that their business income varies from season to season, and the list could go on.

Trying to manage your finances with a steady income is hard enough but when you never know what your paycheck will be seems almost impossible, but it?s not. It is, however, going to be a little more tricky.

In my Budget and Bill Organizer I talk about averaging your expenses like your phone and electric bills that vary from month to month. The same principle can be used to average your income.

The first step you need to take is to find records of your pay for as far back as you can. It would be best if you had records going back for at least 6 months.

Take these records and total the amounts you were paid for the entire period. Then divide that by the number of months you have records for. This will give you your average monthly income.

If you don?t have any record of your previous pay you may need to go to your employer to get the information. If there is no way to get this information you should start a log of how much you get paid and use this to develop your budget.

Once you have determined your average monthly income you will need to develop your budget just as if this was your regular pay.

Here?s where it gets tricky. You aren?t always going make the amount you have budgeted. The only way to handle this is to save when you make more than what you have budgeted.

Here?s an example:

You have determined that your monthly budget is $2000 per month;

In January you earn $2500. You will need to put away $500 of that money so that you can make up for any month that your income falls below $2000.

This sounds like a simple solution to a complex problem but it may not be as easy as it sounds unless you accustomed to saving money. It will take some discipline to make sure that money is there when you need it.

There could be a bright side to this method. If you are able to put the extra money away and you have several months that you make more than your budget you could end up with a sizable savings account.

When setting up your budget make sure that you don?t underestimate your bills and expenses. This is one of the major reasons many budgets fail.

By averaging your income it will prevent the ?Feast to Famine? approach to your spending. It only makes sense to spread your income out so that you can cover all of your bills and expenses every month.

A new peripheral being developed by Kelo University takes an interesting approach to the problem -- using the device to transform the gadget's camera into a three-axis joystick of sorts by detecting the movement of markings on the add-on. (AP) ? Lindsay Lohan's days as a criminal defendant could be over ? if she can behave herself.

A judge on Thursday ended the long-running probation of the problem-prone actress in a 2007 drunken driving case after a string of violations, jail sentences and rehab stints.

The 25-year-old actress will remain on informal probation for taking a necklace without permission last year, but will no longer have a probation officer or face travel restrictions and weekly shifts cleaning up at the morgue.

Lohan, wearing a powder blue suit and black blouse, let out a sigh of relief as she left Judge Stephanie Sautner's courtroom, possibly for the last time.

"I just want to say thank you for being fair," Lohan told the judge. "It's really opened a lot of doors for me."

The judge said she wasn't going to lecture the actress, but gave her some parting advice.

"You need to live your life in a more mature way, stop the nightclubbing and focus on your work," Sautner said.

She reminded Lohan that she will remain on informal probation until May 2014 in the necklace case and could face up to 245 days in jail if she gets into trouble again.

Still, the end of probation left Lohan looking relieved. She hugged her attorney, Shawn Holley, before leaving the courtroom, and was beaming by the time she walked past the rows of cameras waiting for her outside the courthouse near Los Angeles International Airport.

Sautner's regimen of morgue duty, therapy and monthly court dates helped Lohan weather the drunken driving case. The judge opened the hearing by calling the case "endless."

Lohan is now free to focus on her career for the first time since May 2010, when she missed a court appearance and was later jailed for failing to complete the terms of her sentence.

The "Mean Girls" star has struggled with the case and her career since the two drunken driving arrests in 2007.

She had small appearances in films and did some modeling but came nowhere near her heyday as the star of Disney films and movies aimed at teens and young adults.

Her career is already showing signs of a comeback. She is due to guest star on an upcoming episode of "Glee," recently hosted a highly rated but criticized episode of "Saturday Night Live," and is set to star as Elizabeth Taylor in a television movie.

"Lindsay is already talking about her next few projects," her spokesman Steve Honig wrote in a statement after the hearing. "She is ready to start the next chapter in her life and get back to work and doing what she loves to do ? making movies."

Lohan's tortured four-and-a-half-year effort to complete probation is not unprecedented. Actress Michelle Rodriguez took more than five years to resolve her drunken driving case, which featured many of the same elements as the Lohan saga ? missed deadlines and jail sentences.

Other celebrities resolved their DUI cases much faster. Fellow female celebrities such as Paris Hilton, Nicole Richie and Khloe Kardashian were all sentenced to jail and faced multiple court hearings because they didn't properly comply with orders from a judge, but their cases have long since ended.

Lohan might still have to return to a courthouse to resolve civil issues.

Two weeks ago, a nightclub manager in Hollywood accused her of grazing him with her Porsche. The actress denied the accusation and no charges have been filed. But the matter could end up in a civil court, where Lohan is already being sued by two other people for auto-related incidents.

Three men who were in a car that Lohan commandeered and used during a chase along Pacific Coast Highway are suing her and the case is scheduled for trial later this year. The incident led to her second drunken driving arrest in 2007.

Lohan is also being sued by a woman who claims she was struck by the star's car while walking in West Hollywood, and by a former Betty Ford worker who was involved in an altercation with the actress during her three-month stay at the facility in late 2010.

How Much More Women Pay for Health Insurance

Some states permit insurance companies to offer maternity and women?s health as a separate policy rider. This is the case in NC, where the cheapest publicly available insurance for a young woman adding maternity coverage comes close to doubling the total premium. I am surprised they did not take this into account on their data, since it would lead to a lot more ?red states? ? of some strange shade of red or gray (I think that?s been covered well at this point).

Feels like one of those ?know your data? issues.

I am trying to leave the politics out of it, but for the ?men pay more in car insurance? folks out there, the last time I checked there is only one driver of a car. Maternity coverage implies the involvement of a guy at some point in time or another, but the health burden is entirely on the woman.
